Aperture - auto (or as low of a number as possible, higher numbers force shorter exposures)
ISO - auto
exposure 1/100 to 1/250 depending on how "blurry" you want the car when moving.
No really other settings to change for spotting honestly, with that the brightness is as neutral as it can be.

you mean exposure 1/1000? ISO 1/1000 doesnt exist
exposure 1/1000 is way too fast unless you are in direct sunshine. leave it at 1/250, set the rest auto (ISO auto, aperture auto, balance +-0)
